The Municipal Services ID Debit card aims to promote the inclusion of city residents and social, legal and financial empowerment. Projects in the cities of Richmond, Oakland, and Los Angeles, California, are currently underway.

The NAID Center has been researching and working with municipal governments about the possibilities of a City ID and benefits card. Many undocumented immigrants in Oakland, CA, and throughout the US, do not have any official identification. Many immigrants cannot operate a normal because they cannot interact with the police or fire fighters. Many are unbanked as well because banks typically require identification as well.
Under a new program expected to get launch this January 2013 in Oakland has changed the way cities view there embrace of undocumented immigrants. Oakland, CA has become one of very few cities in creating a City ID card.
