California is no stranger to anti-immigrant sentiment. This immigrant-rich state has grappled with issues related to legal and illegal immigration for decades. In 1994, then-Gov. Pete Wilson staked his political fortunes to a measure similar to S.B. 1070, Arizona’s immigration enforcement law. The Wilson-backed measure—known as Proposition 187—died in the courts but triggered a political backlash against the state’s Republican establishment that persists to this day.

“Based on more than 100 interviews with Salvadoran residents of California at the Consulate General of El Salvador in Los Angeles, the study results show strong interest in ISSS enrollment. Sixty-four percent of the study participants said they were willing to pay at least $30 per month to enroll. Given the low rates of health insurance coverage among Salvadoran migrants in the U.S. and their inability to enroll in ISSS because they are not registered employees in El Salvador, an institutional reform that incorporates Salvadoran migrants into ISSS could improve access to health care services for a population that is critically important to the Salvadoran economy and protect migrants from the catastrophic health care costs they currently incur in the uninsured private market.”

The main objective of inviting Pignato and delegation to Los Angeles was to further the inclusion of the Salvadoran Diaspora in El Salvador social, economic, development and  political national agendas. Salvadoran Americans and immigrants, representatives of home town associations, education and non-profit community organizations, unions, small and corporate businesses, and residing in Southern California, co-organized and/or participated in the two day events

Registry of Salvadorans Abroad with UNDP

In collaboration with the UNDP, the UCLA NAID Center conducted a consultancy to the Viceministry for Salvadorans Living Abroad with the main objective being to assist the Viceministry to develop and maintain the most complete record of Salvadoran citizens living abroad, and thus helping the consular service of the Republic of El Salvador to ensure the human and civil rights of those citizens.  The UNDP and the UCLA NAID Center designed, validated and implemented a strategy to gather and record economic, demographic, social and cultural data of Salvadoran citizens living abroad and then integrate that information into a database to be operated by the Viceministry of Salvadorans Living Abroad.

Transnational Human Development Research - El Salvador

The Project on Transnational Human Development El Salvador is a current joint initiative between the UNDP El Salvador, SGP-GEF El Salvador, and the UCLA NAID Center.  It consists of two major components currently being developed by the UNDP and NAID researchers, which include the Transnational Human Development Report El Salvador (THDRES) and the Transnational Action Research Project El Salvador (TARPES).

The Transnational Action-Research Program (TARPES) is conceived as an active element of the THDRES and will serve two major purposes:
  • Provide inputs and results that can be used to answer the questions posed in the 2014 THDRES, as well as fuel the development of further discourses and strategies for coordinated transnational initiatives and policies.
  • Build on the pioneering work of the UNDP El Salvador Migration and Human Development Program in municipalities highly affected by migration.

The White House will recognize Dr. Raul Hinojosa, founder of the NAID Center and Associate Professor with the Connecting The Americas Champion of Change.
  • MCC/FOMILENIO Tour and Local Engagement with the Diaspora (7/24/2012)
The NAID Center hosted a U.S. and Salvadoran delegation at UCLA in announcement of the Millennium Challenge Corporation/FOMILENIO II U.S.-El Salvador bilateral cooperation, at which members of the diaspora were invited to incorporate themselves into these development initiatives in El Salvador.
  • UCLA EL Salvador Conference on Transnational Perspectives (1/30 - 1/31/2012)
The UCLA NAID Center hosted a transnational conference on El Salvador to honor of the 20th anniversary of the signing of the Peace Accords that ended the Civil War, and as a forum to promote inclusion of the Salvadoran diaspora.

"American blue-collar workers fear that Mexican immigrants will undercut their wages. Mr Hinojosa-Ojeda says they won’t if they are legal. The fear of deportation makes illegal workers accept worse conditions, he finds. Once legal, they demand higher wages, and no longer drag down those of the native-born. The NAID Center, together with the Center for American Progress (CAP), will release a report in October on the impacts on immigration reform in California and Arizona. Past findings regarding the economic stimulus provided by proposed comprehensive immigration reforms at a national level are available in an earlier CAP report, authored by NAID Center Executive Director, Dr. Raul Hinojosa, released in January 2010.
